Place the new element where desired

The new element comes into the image as a new layer. Click on this new layer to make it the active layer. Then use the Move tool to reposition the carriage as desired.
If necessary resize the carriage. To do so, use Select All in the carriage layer. Then use Edit/Free Transform and grab and drag a corner of the selection box to resize the image.
